There's a website I recently found and just got so addicted to it. Photoshop Talent.
It gives you tutorials on how to make special effects on Photoshop as well as contests that you can enter.
Whats nice about this is that people who don't have prior knowledge of photoshop can learn.
I've uploaded an image of one of my better works on the right.
